PD: Officer-involved shooting suspect dressed in military uniform

LAS VEGAS -- Metro Police released on Tuesday body camera footage from a deadly officer-involved shooting that happened on Feb. 25 around 12:20 a.m. in the 5300 block of East Craig Boulevard.

In a news conference, Metro's Undersheriff Kevin McMahill revealed that the gunman was wearing a United States Air Force dress blue uniform and armed with an AR-15 assault rifle.

McMahill said officers originally went to the scene to investigate a report of an armed and suicidal man, who was later identified as 43-year-old Francis “Frank” Spivey.

McMahill said Spivey told officers at the scene several times that “he wanted to kill officers” and then he began firing multiple rounds of ammunition from his gun.

There wasn't enough time to evacuate the apartment complex, so SWAT snipers Bradley Cupp, Charles Moser, and Jessie (John) Wiggins were called to the scene.

As officers continued to try to evacuate and rescue citizens, Spivey came out of his apartment once again and fired numerous rounds from his rifle in the direction of officers and into an adjacent apartment that still had people inside of it, McMahill said.

McMahill said that's when Officer Cupp fired one round from his rifle striking Spivey. The 43-year-old immediately fell down and ran back into his apartment. A robot was used to open the door, and once officers were inside they found Spivey on the floor. He was pronounced dead at the scene.

This is the 2nd officer-involved shooting of 2015. The LVMPD Force Investigation Team is investigating the officer's use of force in this case.
